IDR is seeking an experienced Data Governance Program Manager to support the State of New York Medicaid project. The successful candidate will oversee the implementation of the Data Governance Board Plan, supporting enterprise data management initiatives across state agencies. This role requires a strategic thinker with strong operational skills to facilitate governance structures, coordinate stakeholders, enforce standards, and track progress on high-visibility action plans within a complex Medicaid environment.
Key Responsibilities:
- Lead the rollout of the Data Governance Board Plan, ensuring alignment with the Office of Health Insurance Programs (OHIP) priorities and Medicaid goals.
- Serve as the primary Program Manager for data governance and management initiatives across the Department of Health (DOH) and OHIP.
- Facilitate and coordinate governance bodies, workgroups, and stakeholder meetings.
- Develop, manage, and monitor data management action plans, ensuring adherence to standards, policies, and best practices.
- Oversee project schedules, risks, issues, dependencies, and reporting.
- Collaborate with state program leaders, IT teams, and external vendors to drive project success.
- Incorporate change management and communication strategies to ensure smooth governance implementation.
Qualifications:
- 15+ years of proven experience in implementing data governance frameworks or managing enterprise data programs.
- Strong knowledge of data management principles including DAMA, data stewardship, metadata, and data quality.
- Excellent facilitation, organizational, and communication skills.
- Demonstrated success in delivering structured action plans and measurable results.
- Experience in complex government or Medicaid environments is preferred.
- PMP, Agile, or similar certifications are a plus.
