Responsibilities:
- Analyze, document, and manage business requirements related to Integrated Eligibility Systems and ACA/HIX integration.
- Assess the impact of new policies (e.g., ARPA, PHE unwind) and update business requirements accordingly.
- Draft design documents to support technical teams in implementing rules using Business Rules Engines (e.g., OPA).
- Lead business requirement gathering sessions and collaborate with stakeholders to validate requirements and designs.
- Conduct fit-gap analysis and impact analysis for system changes.
- Ensure integration with Federal and State interfaces (e.g., Income Verification, SSA).
- Connect multiple parallel initiatives (change requests) to ensure a comprehensive design approach.
- Provide leadership to small-to-mid sized teams of Business Analysts, fostering collaboration across onsite, nearshore, and offshore teams.
- Support Agile requirement gathering, develop user stories, and ensure alignment with business intelligence and health analytics needs.
Requirements:
- Proven experience in business analysis, functional analysis, and requirement planning for custom software development projects.
- Strong expertise in Integrated Eligibility Systems and eligibility rules for social programs.
- Experience working with Federal/State interfaces related to eligibility verification.
- Ability to analyze new policies and translate them into business requirements.
- Hands-on experience with Agile methodologies and SDLC.
- Familiarity with Business Rules Engines (e.g., OPA) and technical design documentation.
- Experience with Requirements Management & Traceability tools (e.g., IBM RTC, HP Quality Center).
Preferred Skills:
- Experience with Affordable Care Act (ACA) and Federal/State-Based Marketplaces.
- Previous experience leading cross-shore teams (onsite, nearshore, offshore).
- Experience in business intelligence and health analytics.
